Jay specialises in evaluation and impact measurement. Her passion is working with government and non-government clients and service users to improve the way organisations understand and demonstrate their impact, always with an eye to driving policy and strategy change. 

Jay’s starting point is that successful change comes where there is shared understanding between staff, service users, executives and boards about the nature of the problem and the goal of the possible solutions, and she seeks to bring stakeholders together from day one to achieve this. 

With a background in community development, she is committed to using innovative and creative approaches such as co-design, collective impact and client-centred planning in her work to amplify the voices of those who are most affected by change.  Strategies she uses to ensure these voices are heard include deep ethnographic research with the people who are living the change, collaborative story-telling with groups of people, and transforming quantitative data into evidence-based and policy-relevant insights. 

Jay formerly held senior positions in Australian and Western Australian governments in areas including housing, family and children’s services, and employment, and has a deep understanding of the issues facing governments and communities in improving systems for vulnerable people. She has specific knowledge of the housing, homelessness and child protection systems, including the understanding that the solutions for people in these systems lie within and across communities and silos. 

Jay’s countries of work experience include Australia, Canada, the Pacific and the Middle East.
